Localized LLM viability

Is there a real enterprise market for Cosmic’s local-plus-public model? Short answer: yes — but only where ops data volume, model quality, and a defined Relativity Engine hold up. Token fear alone is not the wedge.

Verdict

Market
Viable — conditional

Hybrid local + frontier on high-volume first-party ops data, with a governed intelligence layer.

Not the wedge
“They train on you”

OpenAI / Anthropic / Palantir already sell no-training-by-default, residency, ZDR, BYOM.

Blocked until
Three gates

Relativity defined · local quality proven · fully loaded COGS vs customer price.

Wedge that can work: Cosmic sits on device / plant / grid / network data that incumbents collect but do not make relative. Local models handle the steady load. Frontier is called when quality or tools require it. Buyers pay for actionable intelligence + sovereignty of the environment, not only for cheaper ChatGPT.
Do not sell: “Palantir is a thin ChatGPT wrapper.” Their docs show a twelve-layer AIP stack, ontology, and self-hosted models. That claim will get Cosmic embarrassed in diligence.

What Mark can say this week

Can say

  • Enterprises already spend hard on genAI apps and APIs; ~1 in 5 say AI opex (incl. tokens) constrains use (McKinsey 2026).
  • Privacy risk tops AI concerns (~73%, Deloitte) — but public vendors already offer training opt-out and residency. Cosmic’s story must go past that.
  • A local-plus-public design can cut paid public usage on repetitive ops work while total inference may still rise (retrieval, retries, agents).
  • Pike-style packaging (platform + AI allocation + hosting + security) matches how buyers already buy AI in layers.
  • Data centers have three payers along one chain — construction, operators, hyperscalers.

Cannot say yet

  • Any Cosmic offload percentage as measured performance.
  • Exact Cosmic token COGS or “we save you X% vs Palantir.”
  • Relativity Engine equals Foundry Ontology / RAG / entity resolution.
  • Cosmic offers air-gap / hardware sovereignty parity with Palantir.
  • Pike $1.4M AI line is Cosmic’s underlying provider cost (it is customer price).
  • BAIT’s ~$420k/mo as booked revenue (active users unconfirmed).

Enterprises already buy seats and tokens under strong privacy contracts. The break is high-volume ops data: control of the intelligence environment, plus economics that only work when local utilization and model quality hold. Palantir proves the governed-ops market is thick. Cosmic wins on data gravity and measured unit economics — shown in paid POCs — not on training fear. Tuesday narrative

Market need — what people buy

Enterprises buy two meters, often both. Token-savings pitches only land when the pain is usage bills or caps — not seat fees alone. Many still see the AI bill but not the unit cost (Deloitte 2026: 71% track total inference spend; 44% track per-unit cost).

MeterPublic list exampleImplication
Seats OpenAI Business Standard $20/mo; Premium $100/mo; Enterprise custom. Claude Enterprise $20/seat/mo + usage at API rates. Localizing inference may not cancel seats.
Tokens / credits OpenAI API GPT-5.6 Terra ~$2/$12 per 1M in/out; Sol ~$5/$30. Anthropic Sonnet 5.5 $2/$10; Opus 5.5 $4/$20; Haiku from $0.10/$0.50. List rates are anchors only — may be subsidized; enterprise deals discount.

Data centers first — three buyers

Mark’s priority. Not one market. Cosmic can get paid more than once on the same megawatts.

1. Construction / GC

RFIs, schedule, supply chain, QA docs. High document volume. Palantir already here (e.g. McCarthy Pulse). Cosmic wedge: mid-market firms that will not rebuild workflows, multi-party shared record — if ledger/product is real. Do not claim DC-site Pulse deployment unless sourced.

2. Operators / colo

Health, anomalies, tickets, capacity narratives. Continuous telemetry → strong local-first candidate; rare frontier escalation. Closest to Cosmic device/ops story.

3. Hyperscalers

Highest willingness to pay; already deep private stacks. Hardest sale for “localized LLM” as novelty. Sell unique data gravity or a specific gap — not generic private AI.

Other priority verticals (thin until DC holds)

VerticalWhy local-first can workWatch-out
Critical infra / utilities Safety + regulation; grid diagnostics; work orders Long sales; Palantir Chain Reaction / CenterPoint already frames this space
Manufacturing High-frequency IoT / uptime; process IP on OT nets Local quality must beat false alarms; staff for model ops
Telecom Huge event volume; subscriber sensitivity Incumbents + OSS stacks; prove relativity on network + device data
Retail stays deferred. Medical, banking, sports, law enforcement stay on the map only.

Economics — three ledgers, not one

Confusing these three is how decks get ripped apart.

1 · Customer price
What they pay Cosmic

Pike proposal: $12M platform + $1.4M AI allocation + $75k hosting + $1.8M security = $15.275M/yr. AI line is price, not COGS.

2 · Cosmic cost
Fully loaded COGS

Local compute, frontier pass-through, security, engineering, AM/CS. Keli ~80%+ margin target with hosting passed through — unvalidated in public sources.

3 · Customer value
Why they buy

Avoided public AI spend + outcomes (uptime, schedule, truck efficiency) + sovereignty of the environment. Outcomes often dwarf token line items at this ACV.

When localization wins on dollars

When localization wins on strategy even if public is cheaper

Displacement scenarios — labeled only

Scenario Not Cosmic forecasts. Do not put these in a customer deck as measured.

ScenarioPaid public tokens displacedResidual frontier
A · Assist only20–40%Chat + hard analysis public
B · Ops copilots local50–70%Escalation + coding agents
C · Heavy domain local70–90%Multimodal / hard reasoning / tools

Paid public usage down ≠ total inference down. Retrieval, routing, retries, eval, and agent loops can raise total tokens while the public bill falls. Sell lower public bill and less egress — not “fewer tokens in the universe.”

List vs realized cost: Frontier list prices may be subsidized. Always ask: are we comparing list, enterprise discount, or Cosmic’s actual pass-through? Som flagged this in the first sync — still open.

Pricing structures that fit

Thesis: hybrid platform + metered AI + optional device/outcome, discovered in a paid POC — not one list price for every vertical.

Palantir — compete honestly

AIP has twelve documented capability layers. Layer 1 is secure LLM access (commercial + open). The rest is observability, context engineering, Ontology, vector/compute/tools, security, agents, automation. Customers can bring their own models, including self-hosted on-prem / air-gapped compute modules.

DimensionPalantirCosmic chance
Ontology / ops appsMature Foundry + AIPOnly if Relativity Engine is defined and demoable
Local / BYOM modelsDocumentedNot unique — compete on economics + domain fit
Device / field / volumetric dataNot Cosmic’s storyEnhance incumbents (e.g. Samsara-class) rather than replace
Air-gap / hardware sovereigntyDocumented pathOpen Cosmic question — do not claim parity
Price / mid-marketEnterprise platform economicsPossible if packaging and staffing stay light

Commercial DC / construction names (McCarthy, Cavanagh, Chain Reaction / Nscale / CenterPoint) are covered in the separate Palantir commercial note — use that for diligence, not slogans.

Sovereignty — past “not used for training”

ControlMeansDoes not mean
No training by defaultBusiness data not used to train (OpenAI default; AIP claims on third-party models)Data never leaves your perimeter
ZDREligible API: no retention after processingNo processing in provider infra; no safety path
ResidencyAt-rest region choice; some in-region inferenceAir-gap or full operational sovereignty
Customer keysEKM / CMEK controlProvider never touches plaintext in their stack

Cosmic’s sovereignty pitch must name: processing location, jurisdiction, access, keys, prompts, outputs, embeddings, retrieval stores, logs, fine-tunes, retention, backups, support access, subprocessors, deletion, audit — and air-gap only if product can deliver.

Evidence gates before “done”

Per Keli: Tuesday is preliminary + iterate. “Done” means these questions are listed and owned — not that sales claims are final.

  1. Relativity Engine — one paragraph: what it is, what it is not (vs Ontology / RAG / entity resolution), what a buyer sees.
  2. Models — which power engine vs dashboard; local vs frontier; eval on Cosmic tasks.
  3. Routing — design target mix from a real POC; never invent % for decks.
  4. COGS — fully loaded local + frontier pass-through vs Pike-style customer price; confirm ~80% margin math.
  5. Deploy — on-prem / air-gap: real, planned, or out of scope.
  6. Ledger / BFT — customer-visible product or plumbing.
  7. Buyer — which data-center payer Mark’s meeting targets this week.
Info routing stays through Keli. Public sources only in this pack; re-check contested claims in Cosmic ChatGPT / Gemini if policy requires.
